Ukraine's literary suppression has been driven primarily by external powers. The Russian Empire's Ems Decree of 1876 banned Ukrainian-language publications and education. Soviet rule brought the Executed Renaissance — the mass arrest and killing of Ukrainian intellectuals in the 1930s — and continued restrictions on Ukrainian cultural expression. Since Russia's 2022 full-scale invasion, Ukrainian books and authors have been targeted for confiscation in occupied territories, and Russia has banned Ukrainian-language literature across occupied regions as part of systematic cultural erasure.
